Spanning 18 months, the program covers qualifying activities from January 1, 2026, to July 4, 2027. It emphasizes investment in digital infrastructure, energy systems, and vital public facilities. The bank highlighted that this initiative will back projects related to technology, power generation, transportation, water infrastructure, and other critical sectors.

The Critical Infrastructure Finance Initiative extends beyond traditional lending methods. Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services in reaching the $250 billion goal. Additionally, the program encompasses banking solutions and supply-chain services connected to eligible infrastructure projects. Funding under this initiative can support both corporate entities and individual assets. The bank intends to leverage its corporate banking, investment banking, and markets divisions as it collaborates with clients seeking capital for major projects across the U.S.
Digital infrastructure is a core focus of the program. Eligible projects in this area include data centers, telecommunications networks, semiconductors, computing hardware, and related equipment. The energy sector encompasses conventional and renewable power generation, energy storage, and distribution systems. Core infrastructure investments cover transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining activities. Bank of America indicated that the initiative also seeks to meet growing infrastructure needs linked to computing, manufacturing, energy supply, and domestic supply chains.
Focus on technology, energy, and key infrastructure sectors
The bank stated that its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will oversee the coordination of the program. All eight of the bank’s business units are expected to participate. Jim DeMare, co-president of Bank of America, emphasized that the initiative centers on infrastructure that underpins the economy, energy security, and technological progress. The bank will monitor qualifying transactions during the 18-month timeframe, with these contributing toward the overall $250 billion commitment.
Creating employment and fostering workforce development are also key objectives of the initiative. Bank of America noted that infrastructure projects can generate jobs in construction, manufacturing, technology, and ongoing operations. The company further supports training initiatives through collaborations with employers, nonprofit groups, and community colleges. In 2025, it allocated nearly $40 million to over 730 workforce development partners across U.S. markets, focusing on skills training, education, and job readiness.
Funding efforts extend through July 2027
The bank reported that its workforce partners connected more than 90,000 individuals with employment opportunities during 2025. These organizations also provided training, education, or career readiness programs to over 290,000 people. Bank of America clarified that these figures are separate from the new infrastructure financing goal. Karen Fang, global head of infrastructure and sustainable finance, explained that large-scale infrastructure projects require coordinated financing across multiple sectors. She also serves as co-head of Global Capital Solutions.
Progress will be tracked based on eligible financing activities completed within the program’s timeframe. The bank mentioned that this approach aligns with the framework used for its existing $1.5 trillion sustainable finance target. The initiative’s focus is on infrastructure development and modernization within the United States. Its end date of July 4, 2027, extends beyond the nation’s 250th anniversary. The bank anticipates that this effort will promote infrastructure growth, job creation, economic activity, and community development nationwide.
