    China Implements Stricter Drone Export Regulations and Limits on US Entities

    BEIJING / RankWire.AI / – On August 5, China’s Ministry of Commerce announced enhanced restrictions on certain drone exports to the United States. This move is part of a broader set of retaliatory measures that also target trade, technology testing, and imported office equipment. Under the new rules, exporters are required to secure individual licenses for controlled drones, critical components, and related technologies. These regulations operate within China’s existing dual-use export framework. Importantly, this does not ban all Chinese drones or drone parts from reaching American customers.

    China expands trade controls across drones, certification and imported office technology.

    The updated licensing process eliminates the simplified approval previously available for certain drone products bound for the U.S. Regulators will now evaluate each shipment based on the specific item, buyer, end user, and intended purpose before granting approval. China already imposes controls on some drone engines, sensors, communication devices, and systems designed for unmanned aircraft countermeasures. Current regulations also restrict exports of civilian drones used for military purposes. The recent decision introduces additional oversight for controlled technology and equipment sent to American markets.

    In addition, separate directives have curtailed transactions between Chinese entities and seven American organizations. These include Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing explained that these restrictions are linked to U.S. measures related to allegations of forced labor in Xinjiang. Another directive targeted Compliance Testing LLC, an Arizona-based testing firm, which Chinese authorities claim supported Federal Communications Commission actions involving communications equipment and Chinese tech firms.

    Trade measures extend to office equipment and certification procedures

    China also launched a national security review of imported printers, copiers, and multifunction office devices. This investigation will scrutinize equipment containing operating systems, drivers, or embedded software developed or maintained by foreign companies. The Ministry of Commerce will analyze import volumes, domestic demand, supply chain reliance, and security risks. Authorities may issue questionnaires, conduct hearings, visit facilities, and order technical evaluations. The review period can extend up to 12 months, with extensions possible under special conditions.

    Another policy change altered factory inspection procedures within China’s mandatory product certification system. The State Administration for Market Regulation has prohibited Chinese certification bodies from assigning follow-up inspections to U.S.-based organizations. Such inspections are crucial for manufacturers to maintain product approvals for sale in China. Companies will need to seek other authorized inspection providers if necessary. This measure does not revoke existing product certificates nor does it broadly ban products manufactured by American companies.

    Beijing links the new restrictions to U.S. regulatory actions and import policies

    China attributes these measures to recent initiatives by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has restricted approvals for certain new foreign-made drones and key components entering the U.S. market. Additionally, U.S. authorities have expanded enforcement of the Uyghur Forced Labor Prevention Act. On July 31, they added 43 Chinese entities to the enforcement list, which generally presumes that goods linked to these entities are barred from U.S. entry.

    Chinese officials described the measures as restrictive and urged Washington to lift the restrictions outlined in the government statement. The drone export controls, business limitations, and certification modifications took effect on August 5, coinciding with the start of the office equipment investigation. These orders do not identify specific Chinese drone manufacturers nor do they halt all drone exports to the U.S. They primarily target controlled products, seven American organizations, certification processes, and foreign-connected software in imported office hardware.
